A steam engine was donated by the state of North Carolina to New Bern. The Constitution was organized on January 1, 1865. The secretary of state, R.W. West, certified the document dating July 12, 1867. Below the certification, begins listing the Board of Trustees, meetings, and foreman appointed for the handling of the engine, as well as, a preamble and instructions and fines and fees when those instructions are not followed.
