Until the early decades of the nineteenth century, most maps were the products of English and Continental (Dutch, German and French) cartographers and engravers, who often based their maps on explorer’s reports and mariner’s charts. Beyond their use for navigation, commerce and military affairs, maps had other functions. They recorded the progress of the European settlement of North America. They documented the borders between the colonies. And they provided a relatively inexpensive means of household decoration. Newspaper advertisements for the colonial period indicate that maps were available in single sheets or bound in atlases or occasionally in magazines. Before the eighteenth century, private ownership of maps and charts implied a learned and accomplished status that was usually limited to men of wealth and power involved in trade, government or education. After 1700, there was greater economic diversity in map ownership. Maps can be found in the inventories and personal papers of colonial American mariners, millwrights, tradesmen, merchants, plantation owners, clergy, government officials, military officers and tradesmen. The map collection at Tryon Palace Historic Sites & Gardens focuses on printed maps of the new world, with a special emphasis on maps depicting the Carolinas from the period of discovery to the Revolutionary War. This group includes examples of the work of some of the most important British and Continental cartographers and engravers of the seventeenth and eighteenth centuries. There are maps by William Janszoon Blaeu and Nicolas Sanson of Amsterdam, Jean Baptiste Homann of Nuremberg, and John Senex, Herman Moll, J. or T. Hinton, Thomas Jefferys, John Collet, Thomas Kitchin and Henry Mouzon of London. A second, smaller group of maps records changes in county boundaries in the State of North Carolina from the late eighteenth century to the Civil War. Settlers arrived with little hard currency and the limited trade of the province brought in inadequate amounts of coin. Since little or no gold, silver or copper (the raw materials for coins) was mined in the colony, the chief form of exchange for most of the Colonial Period was the barter of commodities—tobacco, corn, wheat, tallow, skins, pitch, whale oil, pork and beef, etc Paper currency was treated with some suspicion. During the Colonial Period, it was frequently issued to finance or pay off debts incurred by military expeditions. The 1748 issue, for example, paid for constructing forts at Cape Fear and Ocracoke for protection of the coastal area from Spanish attacks. Unlike specie, paper currency was subject to counterfeiting, depreciation of face value and inflation. It wasn’t easy to convince Americans to accept the early paper currency. To encourage them, famous and respected men were recruited to sign the front of the bills by hand. The signatures on the reverse often signified a guarantee of payment. The individual most closely associated with North Carolina currency was New Bern printer James Davis (1721-1785). Born and trained in Virginia, Davis came to North Carolina in 1749 to fill the post of public printer, an office created that year by the Assembly to print a revisal of the colony’s laws. Davis opened a print shop in New Bern, first on Pollock Street and later on Broad Street. His first job was printing currency for the province—probably the Bills of Credit authorized by the Assembly on April 4th, 1748. In his capacity as public printer for North Carolina, Davis printed the succeeding issues of currency (1754, 1757/58, ______1774). While much of his work was of an official nature, Davis is credited with publishing the first North Carolina imprint. During his nearly thirty-three years as public printer, he printed at least one hundred titles. He also published a variety of other material including North Carolina’s first newspaper, The North Carolina Gazette. THE BOARD OF SUPERINTENDENTS, on looking over the operations of Common Schools for the last year, find abundant encouragement. Education in our county, is advancing surely if not rapidly, and before long must shed its benign influence over its entire extent. Nine hundred and twelve children have been taught during the year, the rudiments of English education, for the unusually low sum of $2,627.00 thereby conclusively proving that the common school system is the cheapest manner of educating the rising generation. The BOARD would earnestly urge upon their fellow-citizens an increased interest and energy in the advancement of education. The whole structure of our Republican government and that of civil society are based upon the intelligence of the people--In the language of Gen. WASHINGTON, "Promote them as an object of primary importance, institutions for the general diffusion of knowledge. In proportion as the structure of a government gives force to public opinion, it is essential that public opinion should be enlightened." We must no, we cannot with safety, neglect this parting admonition of the Father of our country. He tells us to encourage schools, educate our children and seek knowledge for ourselves. Nothing that the Board could say on this head would add force to the advice of that great and good man. The BOARD feel bound to say that large amounts of money remain due to some of the Districts, proving that schools have not been encouraged in those Districts, and in others the houses are not conveniently nor permanently located. In each District, the public should own a piece of land and house for the school, as near the centre of the inhabited portion of the District as possible. Justice, the successful operation of the school, and the Law require this. If the public owns the house, no one can disturb or break up the school; if the house is near the centre, each child will be within the reach of it; and as the school system is intended to be permanent, and for the benefit of all, these particulars must not be neglected. The BOARD have had under serious consideration, the propriety of withholding any further appropriations of money to Districts in which these important particulars are not attended to--it cannot remain quiet and witness a waste of the fund, or see it used for the benefit of the few. [Table omitted] To enable the Chairman to keep his accounts for each year seperate and distinct, the draft from the Committee-men for money, must be for an amount not exceeding that due for each year. If the amount to be drawn, should be for more money than is due the District for any one year, there should be two or more drafts; for instance:--If the committee-men of District No. 4 should wish to draw $134.00 (the amount due that District) they should draw one draft for $4.00 and state in the draft that it is to be taken out of the funds of 1845, and another draft for $63.00 out of the funds of 1846, and the third draft for $67.00 out of 1847. The following are the standing rules of the BOARD: 1st That all Teachers of common schools be required to procure certificates from at least two of the Members of the BOARD, of their good character and proper qualifications, and that they be required to present them to the Chairman with their order for money and that the certificates be renewed annually. 2d That the Chairman shall in no case pay any draft, unless it is accompanied with a report of the school from the Committee-men. 3d That the Chairman shall in no case pay an order drawn on him unless the whole of the Committee-men in the district have filed with the Clerk the acceptance of their appointment. BELOW will be found a table exhibiting the amount that was due each district in this county from the Common School fund on the 1st day of October last. In submitting it, the Board of Superintendents take occasion to remark that while they have some cause to rejoice upon the success of the Common School system in this county, they have sources of deep mortification. While some of our citizens are availing themselves of all the advantages presented to them and are giving their children that education which so justly belongs to them, there are too many who are entirely neglecting it. It is enough to make the heart sick to look at the returns made from some of the School districts and to see how many children are absent from the School. There are parents among us who make daily, every exertion to accumulate property for their off-spring, and yet entirely fail to give them what will be to them immensely of more benefit! What amount of property can pay a man for the want of an education? Let any one ask himself the question, which he would rather part with--his property or his education, and there is not an individual who would not unhesitatingly prefer the former. That youth is rich, who arrives at manhood with good habits and a liberal education, and he is indeed poor, though possessing any amount of wealth, without them. A majority of the persons who are distinguished in this country, have raised themselves to their present eminence by their own exertions, and the aid of Common Schools. The road to honor and usefulness is closed only to the ignorant and uninformed--so, let us lay the foundation of a good education for our children to build upon, then they may, by proper exertion render themselves useful citizens. The Board have seen many instances in this County of children possessing a high order of intellect and it is to them a source of deep regret to see it uncultivated. At a meeting of the Board of Superintendents of Common Schools of Craven County, held at the Office of the Clerk, on the 29th day of November, 1851, the Chairman presented his statement of the School Fund, so as to exhibit the amount due to each District on the first day of October last, being the end of the fiscal year, and the Board proceeded to make the annual appropriation to the several Districts, of the fund for 1851; all of which was ordered to be published together with the standing rules relative to its payment. The several Committees are respectfully requested to draw their orders upon the Chairman in conformity to the said directions. The amounts due for each year will be found in the following TABLE [Table Omitted] To enable the Chairman to keep his accounts for each year separate and distinct, the draft from the Committee-men for money must be for an amount not exceeding that due for each year. If the amount to be drawn should be for more money than is due the District for any one year, there should be two or more drafts; for instance:--If the Committee-men of District No. 14 should wish to draw $115 (the amount due that District) they should draw one draft for $14.00 and state in the draft that it is to be taken out of the funds of 1847, and another draft for $17.00 out of the funds of 1848, a third draft for $17.00 out of the funds of 1850, and a fourth draft for $67.00 out of the funds for 1851. It is also ordered, that each School Committee be directed hereafter upon drawing its drafts on the Chairman, to draw for the amount due their respective Districts for the longest period of time, so as to leave any residue due, to their District to be of the most recent dates. For instance:--The Committee of District No. 14 must first draw from the funds of 1847 before those due from the year 1848, &c. The following are the Standing Rules of the Board: 1st. That all Teachers of Common Schools be required to procure certificates from the Board, of their good character and proper qualifications, and that the certificates be renewed annually. 2d. That the Chairman shall in no case pay any draft, unless it is accompanied with a report of the School from the Committee-men. 3rd. That the Chairman shall in no case pay any order drawn on him unless the whole of the Committee-men in the District have filed with the Clerk the acceptance of their appointment. At the said meeting, the following Report of the Committee on "Common School Books" was received, adopted and ordered to be published. And it was further ordered that the Books therein mentioned be used, from and after the 1st day of May next, in all the Common Schools of this County. REPORT. The Committee appointed by the Board to select a List of Books to be used in our Common Schools, beg leave to recommend the following, to wit: Webster's Elementary Spelling Book and Primer Webster's School Dictionary. Pierpont's Young Reader. The First Book of History, by the Author of Peter Parley's Tales. Grimshaw's History of the United States. Wiley's North Carolina Reader. Elements of Agriculture translated by Skinner. Mitchell's Table Book. Davie's Arithmetic. Davie's Algebra. Gummere's Surveying. Murray's English Grammar. Morse's Geography and Atlas Combined. It may not be amiss to offer for the consideration of the Board some of the reasons which influenced your Committee in making a portion of the above selection. They have selected Webster's Spelling Book and Dictionary, not because they prefer this Author's orthography, but for the reason that he is fast becoming the American standard. Pierpont's Young Reader is a simple, easy and well selected compilation for beginners in reading. It has, in the opinion of your Committee, as many excellencies as any work of the kind before the public. The Elements of Agriculture is an interesting and instructive work and might be studied with advantage by all, and especially by farmers. Your Committee deem it not inappropriate that a portion of the time of our Common School pupils should be devoted to learning the elements of a profession which so many of them are destined to fill. In selecting Murray's Grammar, they were not unaware of the many excellencies of Smith's. With all due deference, however, to the opinions of the Teachers, who prefer the latter, your Committee cannot but think, that a large part of the explanatory matter, which the student is required to memorize, in Smith's, had better have been left to the verbal explanation of the competent teacher. The judgment of the pupil, in the opinion of your Committee, should be exercised in this study as much as possible; it is too often made a mere effort of memory. THE Board of Superintendents, in making their annual report would call again the attention of parents and others to the consideration of our Common Schools. There are in the County, as reported by the various committees, 789 male and 750 female children over 5 and under 21 years of age, making a total of 1539. Of this number only 831 have attended our Common Schools. Making full allowance for the Private Schools and the Academy in the Town of Newbern, there cannot be less than 500 children in the County, whose education, in the past year, has been entirely neglected. This state of things is indeed discouraging. The Board has endeavored to discharge with zeal, if not ability, its duties; it has taken a deep interest in the progress of our Schools, it has divided the County into convenient districts, and appropriated annually to each district, between 60 and 70 dollars, and yet it has the mortification to see one-third of our children growing up in ignorance to the reproach of the County and State. "The schoolmaster is abroad" is a common remark and intended to convey the idea that education is rapidly advancing, that the children of the rich and the poor are receiving instruction, and that we are realizing every advantage from his labours. True, it is, the schoolmaster is abroad, but where are the evidences of his success? Let the 500 children in our County, condemned by their parents, to ignorance, answer. The blame rests not with the children. They are subject to the will and control of their parents, upon those parent will rest the responsibility of doing them so great a wrong. By a Scotch Statute as old as the year 1494, a penalty, of £20 was imposed on such parents as neglected to give their children the means of instruction prescribed by law. "Parents and Guardians" says the Prussian code "are bound to send their children or wards, to the Public Schools, or to provide in some other manner that they receive a competent education." And should they fail to comply are subjected to severe pains and penalties. We refer to the Scotch and Prussian Law to show in what estimation education is held abroad. We do not deem it practicable in this country to fill our School Houses by coersive measures or penalties. We can only do it by appealing to the parents. What is accomplished by force in Europe let us as freemen do voluntarily, that our children my rise up and call us blessed, A Table showing the Amount that was due each District on the 1st day of October last. Title A name given to the resource Family Bibles Project Subject The topic of the resource Family Bibles Description An account of the resource The following Family Bibles collection began as a project with the New Bern-Craven County Public Library and the Craven County Genealogical Society of North Carolina. In October 2002 and October 2003, both organizations held a Family Bible Photocopying project and asked people to bring their Family Bibles to be copied. A copy was made for the Library and another copy for the owner of the Bible. These two projects brought over thirty Family Bibles, photocopies of which were added to the Library's collection. Since 2003, other Family Bibles have surfaced and were copied by Library Staff members for inclusion in the Bible Records Project. If you have a Family Bible of a Craven County family or a family from a surrounding county that you would like to include in the Project, contact the Kellenberger Room of the New Bern-Craven County Public Library to make an appointment.
