When a large number of citizens and pupils had assembled at the Opera House for the closing exercises of the New Bern Graded School it was found that on account of the want of windows to furnish necessary light the pupils could not read their essays and for want of air all suffered from heat and the services had to be suspended. This certainly should be a lesson in contemplation of the erection of the proposed New School Building. If a building fronting on Hancock street with its handsome front of red brick taken from some design to be selected should be erected. A two-story building seventy-five feet long and sixty-five feet wide in a beautiful grove of elm trees, surrounded by an abundance of ground, immediately opposite the Methodist Church, with at least forty windows in each story, which will afford an abundance of Sunshine, Light and Air in every room in the building and nothing can cut off this sunshine, air and light from penetrating every room in the building, with no building near enough to burn it, with a ten foot set of stairs leading into a broad passageway with a large door both in the front and rear, with the door hingeing on the outside, with no lock or any fastenings on the near door except a wooden bar, so that no danger could possibly happen to those assembled in the auditorium if a fire and panic should ensue. Remember the fearful catastrophe which recently took place in Pennsylvania when two hundred and fifty children were burned to death in a school building. This building would be a fitting monument to the memory of Mr. Moses Griffin whose estate furnished every dollar used in erecting it. On the contrary if this building which is to cost Ten Thousand Dollars should be jammed to the blank wall of a building, the front wall of it to be jammed to the rear wall of another building in the most obscure corner of the Academy lot, with a passageway to be cut through a brick wall for a passageway from one building to the other would make a Fire Trap for both buildings and would entirely cut off all light and air from the front of the rear building and from the rear of the front building. It would cast an indignity on the memory of Mr. Moses Griffin whose funds are expected to be used in building it. I have for near fifty years been the Trustee of the Griffin estate[,] also one of the Trustees of the New Bern Academy and have at heart the interest of the Academy as any one of the other trustees, and in my earnest desire to see a building free from any danger from fire or from any catastrophe which might happen I am guarding the interest of the griffin estate and doing my full share of duty to the interest of the New Bern Academy. On my petition to the Court as Trustee of the Griffin Estate I was directed to place Ten Thousand Dollars to the credit of Wm. H. Oliver, T.A. Green, Judge H.R. Bryan, M. DeW. Stevenson and A.D. In order that our people may know my position in regard to the School Building which is proposed to be erected on the Academy lot, I make the following statement: There are some who want it built in the upper corner of the lot, the most obscure place on the lot. To build it in the rear of a building thereby cutting off all view of it from the two principal streets. The great objection is to join a ten thousand dollar building to another building.. The front of the rear building to be jammed to the rear of a solid brick wall and thereby cut off all sunshine, all air and light from both buildings, one in the front, one in the rear. This will double the hazard from fire; if one building should burn it would also cause the burning of both. This arrangement would make a FIRE TRAP for both buildings. From reports recently made there were about Fifty School Buildings burned during the past twelve month; in one of them TWO HUNDRED AND FIFTY CHILDREN were burned to death. Let the parents of the children who will attend the School take warning from this fearful loss of life and use their influence to prevent the possibility of such a calamity taking place[.] It is proposed to cut a passage from one building to the other through a brick wall thereby damaging the building. There is no necessity for this, there is an abundance of room on the south side of the lot where a building could be erected free from all the above objections. No other building could burn it, sunshine and light in every room room could never be cut off. I am told by an advocate of placing it in the rear of another building that it would cost two thousand dollars less than if placed where I proposed. It was a great pleasure to me to petition the court to direct me (who for fifty years has been Trustee of the Estate of Moses Griffin) to place Ten Thousand Dollars in Bank to the credit of a committee named by me to be used by them in erecting a building for school purposes in the Academy lot. The money was immediately placed in Bank and as soon as the site is settled on the building can be started. I am directed by the court to take a mortgage on the building for Ten Thousand Dollars and I certainly will not take a mortgage on a building which perhaps will cost some six or seven thousand dollars. Why divert a part of this fund to some other purpose than erect in a beautiful grove where there is an abundance of space, a building fitting as a Memorial Building to Mr. Moses Griffin whose estate furnished every dollar for the entire cost of erecting the building? I am told that the new building and the building to which it is proposed to be joined would be called the Griffin Memorial Building, this I most strongly object to and would not recognize it. The Griffin Estate will enter into no copartnership and will not acknowledge a single brick nor an ounce of mortar as a memorial unless the same has been paid by its own funds. WILLIAM H. OLIVER. During the forty four years from April 29, 1858, to April 29, 1902, forty four of the committee have died, leaving only seven living in 1902; their names are in italics. A singular coincidence is that the ages of those living in New Bern correspond with their position on the list. The first accident on the railroad resulted in the death of Miss Eliza Vipen[.] Miss Vipen was anxious to go up the road; on account of being extremely timid she was afraid to ride on the train, and got on a handcar. By some means her dress or shawl was caught in a wheel and she was thrown out and killed. For many years Miss Vipen had taught school in the building at the southeast corner of South Front and Craven streets. Among her students was the now President of the New Bern Academy. WILLIAM H. FROM GOLDSBORO TO NEWBERN, N.C., APRIL 29, 1858. ______________________ A meeting of the citizens was held and a committee appointed to make arrangements for a celebration. This committee was divided into several committees; Col. John D. Whitford was made chairman to arrange for a ball, Mr. Charles C. Clark was on the committee to invite a speaker, William H. Oliver was made chairman of the committee on entertainment. The almost Herculean task of providing for the entertainment of the vast crowd of people who was expected to be here was assigned to me. I at once went to work. The first thing was to order from New York a sufficient quantity of white granite plates and dishes, glassware, knives and forks and spoons sufficient to set off the immense tables which were to be erected. Next to make arrangements for the provisions. I soon secured about two thousand pounds of fresh meats and about one thousand bushels of oysters, which constituted the substantials. The celebration was to be on Thursday; the fresh meats and oysters were to be delivered on Tuesday. On the day they were delivered the weather turned extremely warm, and we were afraid the meats and oysters would be spoiled. With fear and anxiety we went to bed on Tuesday night, as the weather still continued very warm. Imagine the relief the next morning to find a sudden change in the weather, and quite a heavy snow had fallen, and everything was safe. Almost every household was ready to commence cooking and all went at it willingly. Mr. Sebastian Bangert had baked a vast number of loaves of bread, which with a number of barrels of crackers was used. [page three] A number was engaged in making and baking a vast number of peach and apple pies. Knowing that our western friends could not raise as fine sweet potatoes as the east, I bought a boat load of fine yam potatoes and they were put in Mr. Bangert’s bake oven on Wednesday night and baked to perfection; they were spread on the tables and greatly enjoyed by many who had never before had [sic] eaten the yam potatoe. Seven long tables had been erected; they were covered with nice white cloth and on them were placed the crockery and the glassware. Probably there never before or since in North Carolina were more imposing tables set for a public entertainment. On Thursday morning all was bustle, everyone busy, and a host of persons were bringing the provisions which had been cooked by almost every household in Newbern. The town was soon full of people, it being estimated at eight thousand as visitors. Rev. Dr. Francis L. Hawks and Henry W. Miller, Esq., addressed the assembly in the Academy Green. A procession was then formed, marched to the Round House at the railroad depot and everyone invited to partake of the dinner. Rev. Dr. Francis L. Hawks, a native born citizen of then Newbern, presided. From the number of expressions which were so frequently heard everyone was satisfied. Not only the edibles, but a quantity of genuine champaign and scuppernong wine was furnished. There were six or seven military companies present. Trains of cards from almost every section of the State came in loaded to their full capacity with visitors. These trains remained until after the close; they were stretched in Hancock street, extending from Trent river to the railroad depot. I was frequently asked what was to be done with the great quantity of cutlery and glassware. I had already planned to have it disposed of a auction. Mr. John C. Coart, who was an auctioneer, sold it at public sale, and it realized a sufficient amount to pay the cost of it. It was certainly an entertaining and enjoyable occasion. I use the name Newbern as that was right up to 1898, at which time by an act of the legislature it was changed to New Bern. WILLIAM H. From 1789 to 1794, Price served as surveyor for Pasquotank County. At about the same time he envisioned producing a map of the state based on actual surveys of its boundaries and coastal waters. This plan finally reached fruition with the publication of the Price and Strother map in1808, a privately financed project. About the same time, Price began a series of town surveys. In 1809, the City of New Bern commissioned him to resurvey the town and the new cornerstones of the squares. The survey of New Bern was published about 1817 incorporating material from an 1806 survey that had laid out the lots and street on the property of the Dry family lying to the north of the town beyond Qyeen Street. After his death in 1822, his administrator Joseph Bell purchased the plate (for ten dollars) and had it further engraved with views of the recently completed Presbyterian Church (1822) and the new Christ Church (1824). Bell then struck fresh impressions from the altered plates. These later prints are more widely circulated than Price’s c. 1817 version.
